What Is an Apostille?
An apostille is an international certification that authenticates public documents for legal use in foreign countries. Introduced under the 1961 Hague Convention, an apostille replaces the traditional and often lengthy embassy legalisation process. When a document carries an apostille from the issuing country, it is automatically recognised as authentic in all other member countries of the Hague Apostille Convention — no further embassy attestation is required.
Pakistan officially joined the Hague Apostille Convention by depositing its instrument of accession on 8 July 2022, and the Convention entered into force for Pakistan on 9 March 2023. Since that date, Pakistani documents with a MOFA apostille are accepted in over 125 member countries without the need for additional embassy attestation.
How Does the Apostille Replace Embassy Attestation?
Before Pakistan joined the Hague Convention, getting your documents accepted abroad required a multi-step chain: HEC/IBCC attestation, MOFA attestation, and then attestation from the destination country’s embassy. This process was time-consuming and expensive.
With the apostille system, the process is simplified. For countries that are members of the Hague Convention (including the UK, most of Europe, Australia, Japan, South Korea, and many others), you only need:
- HEC or IBCC attestation (for educational documents)
- MOFA Apostille
No embassy attestation is required for Hague Convention member countries. However, for non-member countries like Saudi Arabia, UAE, Qatar, and Kuwait, the traditional embassy attestation process still applies.
Which Documents Can Be Apostilled?
The following categories of Pakistani documents can receive an apostille from MOFA:
- Educational documents: Degrees, diplomas, certificates, transcripts (must be pre-attested by HEC or IBCC)
- Personal documents: Birth certificates, death certificates, marriage certificates (Nikah Nama), divorce deeds
- Commercial documents: Company registration documents, trade licences, powers of attorney, commercial agreements
- Legal documents: Court orders, affidavits, police clearance certificates
- Civil records: NADRA-issued documents such as CNIC verification, family registration certificates

MOFA Apostille Process
The Ministry of Foreign Affairs is the sole competent authority for issuing apostilles on Pakistani documents. The process works as follows:
- Take your original pre-attested documents and copies to the MOFA attestation office
- The MOFA Challan Initiator generates a fee challan for your documents
- Pay the challan at a designated bank
- Submit the paid challan and documents for processing
- MOFA issues the apostille sticker with a unique QR code for verification
- Collect your apostilled documents

Apostille Verification
Every apostille issued by Pakistan MOFA carries a unique QR code. Anyone can verify the authenticity of the apostille by scanning the QR code or visiting apostille.mofa.gov.pk and entering the reference number. This digital verification system ensures that forged apostilles can be easily detected.

Important Notes
- Apostille is only valid for Hague Convention member countries. For GCC countries (Saudi Arabia, UAE, Qatar, Kuwait, Bahrain, Oman), you still need traditional MOFA attestation followed by embassy attestation.
